That's right: Ken Starr. It took a while, but
Whitewater is now a tributary of Blackwater.

Unfortunately, that's just a shadow cast by Starr's right hand during a re-enactment of the debate over the Dred Scot decision. There's no doubt how Starr would have voted had he been on the court at that time.
