Now that we know Congressman Paul Ryan sometimes 
misspeaks, how can we tell, in the future, when he is 
misspeaking and when he isnt?

That is an easy one. When his lips move, he is misspeaking. he learned how to do it in high school.

Yes, when his lips move, he lies. But, when he says 'I misspoke', that means he told the wrong lie.
