out he is Rafael Cruz, Senator Ted Cruz's father, who sings
a tune even loonier than his son's.

I bet he does.
There are a lot of questions about his departure from Cuba after serving Castro. I think he is a deep cover agent who groomed his son as a "manchurian candidate".
Ted seems more like a 'Pei Wei Asian Diner Candidate' to me
