I've seen this before. When overweight people go to buy pants they pull them up and suck in some of their gut.
When they wear them, the pants slide under their belly and you get the Trump bell bottoms look.

Donny is not wearing his 3" lifts when his cuffs bag like that. When he wears them his pants look right because they are tailored for his wannabee height of 6'2" but they make him unstable, he wouldn't wear them on an uneven surface like a lawn.
